CSIS warns Khalistani extremists pose risk to Canada’s security

Canada’s Security Intelligence Service (CSIS) has identified a small number of Khalistani extremists as a potential threat to Canada’s national security, according to its 2025 public report. The agency notes that while most political activity related to the Khalistan movement in Canada remains peaceful and lawful, a limited group of individuals is believed to be involved in violent extremist behavior or support activities.
In its assessment, CSIS states that these individuals allegedly use Canadian territory as a base to plan, finance, or promote violent actions, primarily linked to activities in India. The report highlights concerns that some members of these networks may exploit Canadian institutions and communities to further extremist objectives, including fundraising and ideological promotion. It also warns that funds collected under false or misleading pretenses within Canada could be redirected to support violence abroad.
At the same time, the intelligence agency emphasizes a clear distinction between violent extremism and legitimate political expression. According to the report, peaceful advocacy for the idea of a separate Khalistan state is not considered extremism under Canadian law. Many Canadian citizens, the report notes, may participate in lawful and non-violent political campaigns related to the Khalistan issue, and such activities remain protected.
CSIS further indicates that only a small number of individuals are believed to be actively engaged in extremist behavior. These individuals are described as potentially maintaining links within Canada and abroad, contributing to concerns about transnational networks that may support or encourage violence.
The report also underlines the broader security challenge faced by Canada in balancing civil liberties with national security. It urges continued vigilance against both violent extremist threats and possible foreign interference, while also ensuring that lawful political activities are not unfairly targeted or restricted.
