Delhi Plans Smart Housing Hubs Around Metro Network Expansion

The Delhi Development Authority (DDA) has accelerated preparations for a major affordable housing initiative under its new Transit Oriented Development (TOD) policy. The project aims to develop large residential and mixed-use hubs along Delhi Metro corridors, allowing residents to enjoy better transport connectivity, modern facilities, and reduced travel time while living close to metro stations.
Under the policy, priority is being given to areas where metro services already exist or are expanding. Officials believe the plan will help solve Delhi’s housing shortage while also controlling unplanned urban expansion. The TOD model focuses on high-density residential and commercial development around public transport systems so that people can access housing, jobs, shopping areas, and daily services within the same region.
The DDA has identified 14 major land parcels across Delhi for future housing and mixed-use projects. These plots cover more than 3.6 lakh square meters and are located along the Blue, Red, Green, Pink, and Yellow Metro lines. Areas expected to benefit include Dilshad Garden, Jhilmil, Preet Vihar, Karkardooma, Mandawali-Fazalpur, Rohini Sector 18, Madipur, Peeragarhi, and parts of Dwarka.
Among the most important sites is a massive 1.24 lakh square meter plot near the Peeragarhi District Centre on the Green Line. Another key location is the triangular plot behind Kailash Deepak Hospital in Karkardooma, which already has strong metro connectivity and urban infrastructure. Notably, Delhi’s first operational TOD project was also developed in Karkardooma, making it a model area for the new policy.
The government also plans to involve private developers in the scheme. A dedicated online portal will be launched where developers can access land details, upload project proposals, and seek approvals. Officials say this system will speed up permissions and improve transparency. Four private developers have already shown interest in participating.
The TOD Regulations 2026 also offer several relaxations for builders. The minimum plot size requirement has been reduced to 2,000 square meters, allowing smaller developers to participate. Additionally, the Floor Area Ratio (FAR) has been increased to 400, extendable to 500 with additional fees, enabling higher construction capacity.
Environmental sustainability is another major focus of the policy. Developers will be required to reserve at least 10 percent of project land as open green space. Additional incentives may also be provided for projects that exceed green development standards. Officials believe the plan will reduce traffic congestion, lower pollution, and promote environmentally friendly urban growth in the national capital.
